Symptom:
17.4.1:wncd process crash while modifying CCMK/11r changes

Problem Description:
When making changes to WLAN for CCKM/11r, notice system was stuck responding to webGUI.    Few mins later noticed wncd process crash.    During this time changes were beeing made to enable/disable CCKM/11r.   This noticed only once so far.
