Description (partial)

Symptom:
Consecutive reload of multiple cards is causing interface creation failure with continuous errors.

Conditions:
In a system with multiple line cards of type 5508 or 5516, Upon reloading the cards one after the other with the time difference of around 5 min, we hit interface creation failures with the following errors

LC/0/5/CPU0:Jul 28 14:18:55.541 PDT: eth_intf_ma[308]: %PKT_INFRA-GIRO-4-INTF_OPERATION_STALLED : A pending operation of type Interface Create has retried 5 times unsuccessfully on Unknown Interface ID 00000000 (last error: 'DPA' detected the 'warning' condition 'SDK - No resources for operation'). This may indicate an attempt to configure beyond supported scale - if this is the case then remove the configuration and restart this process.

This issue is intermittent and also depends on the time gap between the line card reload.

Because of this, multiple processes go in a blocked state:

Clients that IM is waiting for. These clients may be preventing the completion
of an in-progress operation and should be investigated further.
