Description (partial)

Symptom:
3850/9K switches running on 16.9.X and later releases and configured with both ipv4 and ipv6 IPSG  stops passing ipv4 traffic.

Conditions:
whenever any ipv6 change is made on the switch ( enabling or disabling ipv6 globally or on the SVI etc.) or the  ipv6 entry in the IPDT database move from REACHABLE state to any other.
