Description (partial)

Symptom:
During XR LXC reload/boot we can observe not all the Slices are up, which can further in worst case lead to card manager crash.

Slice mgr : rescan required (Slice rescan required failed due to error: Slice count not matching so out of reset required slc_cnt/exp_slc_cnt = (3/4))

Slice operation 'pci rescan all' failed due to PCI rescan error: Failed to discover all the slices after PCI rescan (expected slice count = 4, found slice count = 3, rescan count = 0)

PLX8619: Put all Jericho/J+ port in Gen1

Conditions:
LC reload or XR LXC reload.
SDR reload for the LC
