Description (partial)

Symptom:
"show l2vpn iccp-sm" displays port state as "MISCONFIGURED"

Conditions:
This is a day-1 issue with l2vpn iccp-sm. It will affect all IOS-XR verisons.
The following configuration must be present for the issue to be seen:
l2vpn
 redundancy
  iccp group <>
At some point, the peer node must trigger failure D, core isolation.
While peer node is in failure D state, a number of triggers could result in this defect, for example:
- l2vpn_mgr restarting
- RPFO
- Router reload
