Description (partial)

Symptom:
Cat6800 firmware/FPGA upgrades may fail to complete when only one of two required commands are used resulting in a CRITICAL_FPGA_UPGRADE message being seen during module boot.

Conditions:
Seen on Cat6800 series switches that receive the following error:
