Description (partial)

Symptom:
Some of the symptoms include:

- Traffic is temporarily blackholed until SR-TE policy finishes converging
- Traffic temporarily ends up going to unintended destination until SR-TE policy finishes converging

Conditions:
In order to hit this issue, the following must apply:

- Using a configured SR-TE policy to steer traffic (through any supported steering mechanism)
- The SR-TE policy is using an explicitly configured segment list

In order to trigger the condition, the configuration of the explicit segment list must be changed in a way that includes both deletes and creation/modify in a single configuration commit; for example, going from two labels (20000, 15000) in the segment list to just one (21000). The resulting label stack must be different to hit this condition.
