Description (partial)

Symptom:
In a particular case, customer observed an outage for certain flows when he had two ECMP paths from node A to node B. One of the paths was labeled(A connected to B via another node), and the other unlabeled(direct connection between A and B, resulting in PHP). Traffic flows that were being hashed to the labeled path was being dropped since the ASR-920 would forward it with an incorrect label in the data plane, even though the control plane showed the correct labels programmed.

Conditions:
Whenever there is ECMP available and any of the paths are labeled.
