Description (partial)

Symptom:
Throughput of ESP packets in virtual machines behind AVEs can be slowed down due to out of order packets.
This has been observed in ESP packets as well as UDP-ESP (NAT-T) packets.
This has not been observed in pure TCP flows.

Conditions:
An AVE is in use.
ESP packets from a VPN pass through this AVE.
