Description (partial)

Symptom:
When going in top right then clicking on the gearbox and selecting Scopes : the root scope or parent scopes of the scope the current logged in user has access to is displayed. Access the summary screen on root scope or parent scope of the scope the current logged in user has access to is allowed by neighborhood information is not shown with no messages in the UI.

Conditions:
The current logged in user has roles only on a child scope and does not have roles assigned to the root scope or child scopes.
