Cisco Bug: CSCvv15811 - ISE TCP ports 84xx not opened if there is shutdown interface with IP address assigned

Description (partial)

Symptom:
ISE will not open any 84xx ports, if it has at least one interface with IP address assigned and it's in shutdown state. 

Following is seen in ise-psc.log file (in this case Gig1 does have IP address, but it's shutdown):
