Symptom:
Jabber does not resume/retain Stream ID moving from OnPrem to MRA

When Jabber moves from OnPrem connection to MRA, it does not resume the XMPP Stream ID instead requests for a new XMPP Stream ID on the MRA connection. 

Because of this stream id change, any Instant Message's(IMs) sent during this transition is discarded by the IM&P server - as a result Jabber users misses all the messages. 

This limitation has to be included in our documentation.

Jabber transition from OnPrem to MRA.
