Description (partial)

Symptom:
Traffic drop condition may occur due to current delay parameter setting. 
Following trace can be seen while setting delay parameters:
fia_brcmsdk_error_msgs 0/0/CPU0 t2939 TP3145883, fia_print_to_log_file[194]: bcm_petra_cosq_delay_tolerance_level_set[4350]: unit:0 bcm_petra_cosq_delay_tolerance_level_set:4350 -> EmptyQueueMaxBalance (which is 4480) [+ is_max_credit_balance_can_exceed (1) * max_credit_value (6144)] must be equal or lower than backOffExit (which is 7168), otherwise could result queue stuck in Off state.

Conditions:
There is no known condition seen. It is based on BRCM recommendation.
Possible case could be intemittent traffic.
