Description (partial)

Symptom:
On an ENCS system with 32GB memory with DPDK enabled and 2 VMs running, while booting , the system hung.

Conditions:
This happened only once and one system. The system had 2GB memory with DPDK enabled and 2 VMs running, while booting.
