Description (partial)

There's no immediate functional impact to customers as loopbacks are still being used to relay the DHCP traffic

Symptom:
The DHCP response does not reach the client.

Conditions:
This issue occurs when all of the following conditions are true:
- RsPathL3OutAtt is removed from an L3Out whose instp/EPG is used for DHCP relay.
- The DHCP server follows the behavior that it responds to the 1st DHCP requests and rejects the subsequent redundant ones.
- The relayed DHCP request with the removed RsPathL3OutAtt's IP is the first to reach the DHCP server.
