Description (partial)

Symptom:
L2VPN ICCP-SM drops all traffic after double failure. This can be checked by running the show command, "show l2vpn iccp-sm", which shows all VLANs in BLOCKED state.

Conditions:
- This is a day-1 issue in L2VPN ICCP-SM, and will affect all IOS XR versions on all platforms without the fix.
- "l2vpn redundancy iccp" configuration must be present to be impacted by this defect
- A double failure must occur to see this defect. Failure D (node failure) on peer router, followed by failure A/B/C (local port failure), followed by recovery from failure A/B/C will trigger this defect.
