Description (partial)

Symptom:
Production traffic may start flapping between MASTER/BACKUP WSAs after failover/preempt. LAN devices or SDN  Controllers (for instance ACI) may report duplicate IP errors.

Conditions:
- WSAs are deployed in High Availability mode
- SDN solution (Cisco ACI, etc) is used in the LAN network 
- Data plane endpoint detection is enabled
