Cisco Bug: CSCvv13018 - CUBE: Add a CLI to buffer or block SIP BYE message sent by CUBE on SIP REFER scenarios

Symptom: Inbound calls to MS Teams are established successfully. When MS Teams user puts the call on hold, their SBC sends a REFER to CUBE to connect the PSTN caller to MoH. This MoH is hosted on MS side. Once the REFER dialog is completed CUBE sends a BYE for the first dialog to finish that connection. Depending on the SIP message arrival, MS Teams may have a race condition since this BYE may get to MS Teams before the hold transaction is completed and it will cause the Teams Client to drop the call. This occurs randomly but has the potential to happen all the time if the BYE arrives always before the hold is completed. From the CUBE side everything looks normal, however on the MS Teams client side it shows a message "Leaving Call…" (sometimes it doesn’t show it) and the held call is no longer visible in the Teams Client. There is no way to retrieve the call from hold after this scenario and the PSTN side keeps hearing MoH indefinitely until the call is disconnected. Conditions: IOS-XE 17.2.1 and later. MS Teams Integration with CUBE. MS Teams Client puts the call on hold.
