Description (partial)

Symptom:
The User will be able to successfully install the new image like 20.1.1, But when tries to activate the image and after the reboot when the device will come up. It will be stuck in System Initialization State.

Trying to enter Credentials will show:
Authentication Failure for admin/admin
Incorrect Password for any different credentials.

Tested on LAB Setup:
The Ubuntu machine has a kernel - 4.4.0-142-generic and qemu-kvm version - 2.0.0 (Debian 2.0.0+dfsg-2ubuntu1.46)

Conditions:
The issue has been currently noticed when upgrading to new latest images works fine with 18.4.1.
The issue also noticed for older KVM Ubuntu version, Here Ubuntu 14.04.5
