Description (partial)

Symptom:
- After upgrading an APIC cluster from firmware release  3.2 to 4.2
- After an APIC has finished upgrading and has reloaded ...
- ... the ifc_reader crashed about 6x times in 7 mins
- After this, ifc_reader svc stopped causing APIC communication issues
- ifc_reader DME issues are NOT reflected in AV health values, nor in rvread, nor in the APIC UI
- acidiag avread, rvread and APIC UI were reporting a fully fit cluster
- APIC UI alarms did raise a "split fabric" alert
- Crashes in the NGINX process may be observed as well.

- Upgrading an APIC cluster from firmware release 3.2 to 4.2
