Cisco Bug: CSCvv12395 - Headers modified by "edit-header-text()" filter actions do not honor "localeconfig" configuration

Symptom: Character encoding during modification of header values is dependent on the CLI "localeconfig" setting: "Behavior when modifying headers: Use encoding of a message body > Y/N" Headers which are not UTF-8 encoded are encoded using UTF-8, despite the above setting being set to "Y", during filter actions which modify headers. When the same header value is modified by using a filter's "insert-header()" action, the encoding is done using the message body's encoding type as expected. Conditions: "localeconfig"'s "Behavior when modifying headers:" setting is configured to "Use encoding of a message body" and the message body encoding is not UTF-8.
