Description (partial)

Symptom:
A route-policy edit adds an undefined community-set/prefix-set, which is correctly rejected by the uber-verifier. But the configuration still gets updated in SysDB and is present in 'show running' command.

This is a negative use-case, and not specific to route-policy configuration.

Conditions:
All the below conditions must be met to hit this issue,

1. This issue is only seen on the specified release where the superseded SMU is installed.
2. Router configuration does not have any FlexCLI configuration.
3. Commit best-effort operation.
