Description (partial)

Symptom:
Remote EID space prefix might  not be installed in CEF when overlapping prefix exists in LISP database/ as Local EID

For example:

10.0.0.0/8 is imported from BGP into LISP and 10.10.10.0/24 is a fabric EID space. CEF might not install the entry from LISP map-cache and use the RIB Null0 route instead.

Conditions:
This is seen in Internal or Internal+External borders in 16.12.3s or above
