Memory leak of 50KB is found when the Fabric ports gets flapped.

Symptom:
There is a very small memory leak the switches. The leak might not be noticed and might not lead to memory exhaustion.

Conditions:
The memory leak is seen when:
1) The fabric ports get flapped.
2) The access ports get flapped.
