Description (partial)

Symptom:
Case insensitive login doesnt work

Conditions:
1. Create a ldap user in ldapdirectory Ex: "CapUser"
2. Do all normal domain settings to pull a ldap user in to PCP. 
3. Once the user is pulled and provisioning is done on that user (Do some basic provisioning like userservice and jabber with line)
4. Enable selfcare on this user
5. Go to Administration-> Settings   Check the checkbox -> "Login Username is case-insensitive" 
6. This means login user id can be case insenitive and doesnt have to worry about userid case during login
7. Now login to PCP using "CapUser" (Example user) but use all lowercase like "capuser" , For ldapuser set the password in ldap itself 
8. Login fails in 12.6SU2, but if you use proper case then it works
