Description (partial)

Symptom:
if fabric is brownfielded in 11.1 or 11.2 and there is any QOS policy, it has a lower priority than the interface / port-channel definitions which apply these QOS policies.

This seems to only affect RMA-like processes to include POAP of the switch.

This results in the interface/port-channel trying to apply the QOS policy before it is created. This will result in an out of sync status on fabric builder.

Conditions:
DCNM Fabric is brownfielded prior to 11.3, and then upgraded to 11.3 or later.
