Description (partial)

Symptom:
After a pair of Key Servers (KS) have the Co-Op split and then merge the secondary KS does not push a rekey with new policies.

Thus the Group Member do not get both pairs of IPsec SAs and the network remains in a split network scenario.

Conditions:
RFC based anti-replay protection (ipd3p) is configured
