Description (partial)

Symptom:
Interface flaps during media/OTN SNCP switchover during fiber cut and takes up to few seconds (2 or 3) in coming up.
The issue has been seen during customer production network where switchover is performed within the optical network which took less than 50 ms to clear, this introduces HW_LINK, LASI & RFI alarms on the router (connected to the A99-12X100GE LC interface) for time greater than carrier delay of 200 ms

Carrier delays of any lesser duration may not work.

Conditions:
The issue is seen only with the interfaces terminated on Skyhammer LC A99-12X100GE
