Description (partial)

Symptom:
The AA leader node escmanager process can become deadlocked in standby mode pending confd process startup progression (stuck in phase0).  When this condition latches the following executing health.sh on the leader will return the following:

consul_template (pgid 3132) is running
vimmanager (pgid 3318) is running
monitor (pgid 3818) is running
mona (pgid 3909) is running
drbd (pgid 3242) is master
snmp is disabled at startup
consul (pgid 2409) is running
etsi is stopped
pgsql (pgid 5863) is running
elector (pgid 4462) is leader
filesystem (pgid 0) is running
confd (pgid 5000) is phase0
escmanager (pgid 6494) is running in standby mode

ESC HEALTH FAILED

While in this state the AA cluster is unable to respond to NB requests; deployed services are not impacted, but lifecycle management operations in response to monitoring faults will not progress until the condition is cleared.

Conditions:
The condition can latch on initial AA cluster deployment or within an AA switchover.
