Description (partial)

When using the new feature 'Open a TAC case', if it fails and can't get the tac case open, no reason for failure is currently displayed. We need to display the exact reason why it wasn't raised (Error on contract, on product, on keyword, etc) and we need to redirect to the case opening link so that the case can be manually opened
