Description (partial)

The Jabber for Windows client incorrectly allows the user to apply the Alert when Available (AWA) setting for users that are not in the Jabber contact list.  This leads to inconsistent functionality with the AWA functionality.

Steps to reproduce:
1. Search a temp contact and don't add to contact list
2. Enable AWA on the temp contact
3. Search the contact again
4. Check the contact, AWA will not be set
