Release-note

Symptom:
1. OSPFv2 and OSPFv3 neighbors are DOWN over the Bundle main and sub interfaces.
2. OSPFv2 and OSPFv3 neighbors are UP over the physical main and sub-interfaces.
3. ISIS neighbors are up over both bundle (main/sub) and physical (main/sub) interfaces.

Conditions:
Issue is observed during bring-up in NCS5500 (NCS-55A1-36H-SE-S) routers running 712-29I and 721-42I image.
 
1. PXE boot.
2. Configure interface.
3. Configure OSPFv2, OSPFv3 and ISIS
4. Verify ISIS
5. ISIS neighbors are up over bundle and physical interfaces
6. Verify OSPFv2 and OSPFv3
6a. Neighbors are down reachable via bundle interfaces
6b. Neighbors are up reachable via physical interfaces
6c. Bundle is up; ARP is resolved; 
6d. FLP_ELK_ERROR error observed on the OSPF bundle member link
6e. RxTrapExternalLookupError counter incrementing in the NP traps output
