Cisco Bug: CSCvv03708 - enh : disable unicast routing if no subnet configured under BD or EPG

Symptom: When moving gateway inside of ACI, IP endpoints are learned as a result of that, now due to some issue if the change needed to be rolled back, following conditions result in stale XR endpoints which can cause connectivity issues of those endpoints. When disabling Unicast routing under the BD, all XR learns are flushed and not relearned again, however in this case, customer deleted the subnet first and later disabled the unicast routing under the BD while "global enforce subnet check" is not enabled, b/w deleting the subnet and disabling the unicast routing under the BD, the XR endpoints where learned again, and due to this order of operation, now there is manual intervention needed to delete the XR EPs either by manually clearing the EP on the leaf or enabling global "enforce subnet check" Filing this enhancement to automatically disable unicast routing when there are no subnets are configured under BD/EPG so we dont run into this scenario where XR endpoints are stale. Conditions: when moving the gateway outside of ACI, and delete the subnet first and disable unicast routing afterwards.
