Description (partial)

Symptom:
After an AP-SSO failover occurs, APs move to the newly activated controller properly.  The WLC then stops responding to some of the connected APs causing them to drop and re-establish CAPWAP.

Conditions:
- Behavior is observed shortly after failover occurs (almost immediately)
- Only some APs are impacted
- Issue occurs with random APs each time
