Description (partial)

Symptom:
Normal call is established active and standby has proper RTP and CCAPI count, but recorder msp session wasn't getting created on standby. So when reloading the active after call, fork leg is getting deleted from the new active as there was no recmsp session for that.

Conditions:
Problem was only in case of siprec media-recorder profile, issue isn't seen for siprec with recorder-param config.
In case of siprec media-recorder profile config - dial-peer tag isn't getting updated in ccb recorder_info, which in turn failed to update the proper tag in checkpointed data i.e in function "sip_ha_update_recorder_info" dial-peer tag was '0'.
