Description (partial)

Symptom:
When establishing the connection, AnyConnect first tries IPv4, then IPv6 to contact the primary server. This is the default behavior and expected.

If the primary server is down, AnyConnect only tries the non-preferred protocol (in our case IPv6) and skips the connection attempt using IPv4 entirely.

Conditions:
Setup contain both IPv4 and IPv6 for external tunnel addresses on both ends (ASAv 9.8.4-20 and AnyConnect client 4.8.03052 MacOS X). The profile specifies a primary and a backup server. Both provide IPv4 and IPv6 connectivity.
