Description (partial)

Symptom:
Vlan Traffic drop when traffic passing via Active Switch Linecards.

Conditions:
Issue seen only with Quad SUP having DFC LC. When Verifying the Lif Table we will see the following for multiple configured and non-configured Vlan. Currently issue is seen under condition of complete Switch (1 or 2) power off after first SSO from the time of fresh boot.
