Description (partial)

Symptom:
In IOS-XE/16.9.4, DHCP Pool utilization mark includes the number of excluded addresses.
Just only one address is assigned but "high utilization state" log is printed in a case.

%DHCPD-6-HIGH_UTIL: Pool "test" is in high utilization state (1 addresses used out of 14). Threshold set at 31%.

Conditions:
e.g.
ip dhcp excluded-address 10.0.0.1 10.0.0.10 < This pool is already used more than 31%.
