Description (partial)

Symptom:
When an invalid ?SD Card Password Protection? password is pushed by FND to a CGR, the FND ?Push Configuration? job end showing SUCCESS instead of expected FAILED.  Similarly, manual entry via CGR CLI also shows success (no error) but does not set ?SD Card Password Protection?.

Conditions:
REPRODUCTION:
- Push import an ?SD Card Password Protection? password containing a ? and push to CGR via FND.
- Use CLI to set ?SD Card Password Protection? Password to a password containing ? character.
