Cisco Bug: CSCvu99564 - [DCNM][11.3.1] Network Insight Resource failed to start due to Failover in DCNM.

Description (partial)

Symptom:
NIR was not getting started as one node was not getting discovered in DCNM GUI. 
checked the logs and found the below in zookeeper logs :-

2020-07-03 23:10:19,387 [myid:] - ERROR [main:QuorumPeerMain@88] - Invalid config, exiting abnormally
org.apache.zookeeper.server.quorum.QuorumPeerConfig$ConfigException: Error processing /var/zookeeper/conf/zoo.cfg
 at org.apache.zookeeper.server.quorum.QuorumPeerConfig.parse(QuorumPeerConfig.java:156)

Once we checked the file , it had compute node 2 configuration wrong on Compute 1 and compute 3 & compute 2 doesn’t have the file itself.

We tried to change the file and create a config file on compute node 2 but it changes back to wrong config after restart.

when there is Failover happened while doing or adding the Compute Node in DCNM. This created the Problem to discover/add the 3rd node in DCNM as a Compute Node.

Conditions:
NIR 2.1.2/DCNM 11.3.1
DCNM HA Installation. with 3 compute Node.
