Description (partial)

Symptom:
After the disruptive or non-disruptive upgrade of an MDS switch to release 8.3(1) or later from an earlier 8.x release, it is possible that the switch enters into a continuous boot loop. Messages similar to the following will be displayed:

%MODULE-2-LCM_MODULE_INSERT_FAILURE_NEG_RSP: Slot-1 has failed to boot up because of service "Port manager (high)" due to module insertion failure 
</pre>

Conditions:
This issue happens only in the presence of an invalid port resource configuration. Such a configuration should have been blocked, but may have been erroneously allowed in earlier releases. 8.3(1) and later NX-OS releases will correctly block the invalid configuration if it is attempted, but if an upgrade is performed from an earlier release with such a configuration already applied, boot loop can be triggered.
