Description (partial)

Symptom:
After experiencing rapid BFD events, CSR gets stuck with a kernel lockup and will never be auto-recoverable causing traffic loss. CSR will be inaccessible once we hit this condition and will not respond to SSH to login to the instance.

Conditions:
1) Continuous BFD events in a very short span of time when running the HA solution can cause this issue
2) When existing processes in Guestshell consumes all the memory the container was assigned to, it can lead to this issue.
