Description (partial)

Symptom:
On serviceability webpage of Publisher, when navigating trying to navigate feature services of any of the subscribers will lead to error "Connection to the server cannot be established(unknown error)

Conditions:
After CUCM upgrade (between different SU's) and switching to a new version.
This is noticed on upgrading from CUCM 11.5.1.13902-2 To 11.5.1.17900-52, but also noticed when they switch between SU versions on 11.5.1
