Description (partial)

Symptom:
An ASA is licensed via Permanent License Reservation (PLR) from a Smart Account that is approved for export-controlled functionality. However the output of the <CmdBold>show license all<noCmdBold> command has a status of 'NOT ALLOWED' when reporting the state of Export-Controlled Functionality.

Conditions:
ASA licensed via PLR using ASA versions 9.13(1) and beyond.
