Description (partial)

Symptom:
The customer is receiving spoofed emails despite have a Forged Email Detection content filter configured. It is found that the content filter isn't triggering and this error will display in the mail_logs

The customer has a FED content filter configured and the dictionary it uses has one or more Smart Identifiers enabled in the dictionary.
