Description (partial)

Symptom:
ospf flex-algo routes and topology information are not cleared after 'protocol shutdown'.

Protocol shutdown feature should ideally cleanup all ospf related information and database.
But flex-algo routes and topology information remains taking up the memory.

Also old labels may still remain in LSD which should have been cleared.

Conditions:
flex-algo is configured, and flex-algo routes are available.
Protocol shutdown is configured.
