Description (partial)

BUM traffic sent to DUT loops back to same Ethernet segment via other peer MH node due to non working of Split horizon functionality.

This results in  duplicate traffic getting back to the same source Ethernet segment.

There is no user_header entry in this box w.r.t PEER_ID programming.

Suspecting this to be the problem for looping traffic from PE3->PE4.

Conditions:
After triggers on DUT:

1) no evpn interface BE3001
2) Remove and add all interfaces on the router
