Description (partial)

Symptom:
ISIS does not have TI-LFA backup path for a prefix, even though it's expected to have one.

The command "show isis fast-reroute <prefix>" displays "No FRR backup"

Conditions:
Problem can only happen on a router configured with both L1 and L2 levels (ABR).

Trigger could be a change in the topology that is affecting both L1 & L2
