Cisco Bug: CSCvu95532 - vManage:vmanage dashboard is reporting error while cluster management is all fine

Description (partial)

When vManage is upgraded from any prior release of 20.3/17.3 to 20.3/17.3, there are chances that the vManage UI may shows some error for Cluster Management. But as such there is no issue, just the state is not cleared when the new documented guidelines is not followed for the bug. The guideline to upgrade a cluster is:

1. install software on all members (using UI is recommended, CLI is acceptable however if you start with CLI stay with CLI
2. on all members at the same time issue request nms configuration-db stop
3. after step 3 completes, on all members at the same time issue request software activate now 20.3.999-171
4. after reboot log into 1 member and issue request nms configuration-db upgrade
5. after 4 completes, wait for other members to wake up

The issue is seen only when vManage is in a  cluster mode and upgraded from Prior releases to 20.3/17.3
