Description (partial)

Symptom:
Static NAT outside breaks return traffic for locally generated TCP/UDP sessions.

Conditions:
The issue is observed with IOS-XE software versions 16.9.x and 16.12.x.
The issue is only observed with static NAT outside configuration. 
TCP/UDP sessions originated by the router with NAT >>>Outside LOCAL<<< IP as destination IP.

NAT translation is created.
Return traffic is dropped with state "DROP 55  (ForUs)"
